This article discusses the differences between the two approaches namely development-oriented
human rights and human rights- oriented development, and seeks to answer the question of What
is the end of the disagreement between these two approaches? After reviewing the background and
history of each of these two approaches and the pros and cons of each of them, the latest
developments related to them at the international level and specialized human rights and
development institutions in the United Nations were examined. Development-oriented human right
is further emphasized and prioritized by developing countries, and the human rights-oriented
development is emphasized and prioritized by developed countries and specialized UN
institutions. The findings of this study showed that today these two approaches are so combined
with each other that it is very difficult to separate them from each other and the article concluded
that both approaches are important and all countries and specialized organizations should be have
a careful approach toward both of which are important and necessary for the protection and
promotion of human rights and development and ignoring either of them will undermine human
rights and development.
