چکیده:
هدف: بحران سازمانی بهعنوان رویدادی تعریف میشود که ارزشهای اولویتدار سازمان را تهدید میکند، مدت زمان محدودی برای ارائه پاسخ به آن وجود دارد و برای سازمان پیشبینینشده و ناگهانی است. بحران با کووید ۱۹ شروع شد که تأثیرهای چشمگیری بر کارمندان گذاشت. کارمندان در این زمان، از راه دور و ساعات طولانیتری کار میکردند که همراه بود با افزایش بیاطمینانیها، نگرانیها و اختلالها که همه اینها خستگی را افزایش میدهند. با توجه به درک اندک پیامدهای رفتاری تغییرات شیوههای کنترل مدیریت در واکنش به بحرانهای جهانی، این مقاله به بررسی آثار رفتاری تغییرات ناشی از بحران همهگیر کووید۱۹ در شیوههای کنترل مدیریت بودجهریزی و عواملی که این آثار را تشدید یا کاهش میدهد، پرداخته است.روش: روش پژوهش این مطالعه اکتشافی، پیمایشی و از نوع مقطعی (نیمه اول سال ۱۴۰۱) است. مدیران شاغل در دانشگاههای علوم پزشکی استان فارس و بیمارستانهای تابعه که حداقل ۵ سال سابقه مدیریتی و ۲۰ کارمند زیرمجموعه داشتند، جامعه آماری این پژوهش بودند. بدینمنظور ۲۵۰ پرسشنامه توزیع و ۱۲۷ پرسشنامه دریافت شد که از بین آنها ۹۹ پرسشنامه قابل استفاده بود. بهمنظور آزمون فرضیههای پژوهش، از رویکرد الگوسازی معادلات ساختاری در نرمافزار اسمارت پیالاس ۴ استفاده شد.یافتهها: نتایج نشان داد که دانشگاههای علوم پزشکی استان فارس در واکنش به آثار منفی کووید ۱۹، انقباض کنترلهای بودجهای خود را افزایش میدهند. همچنین، منقبض کردن کنترلهای بودجه، بهدلیل افزایش ادراک از ابهام و تعارض نقش، بهگونه مثبت با فرسودگی عاطفی مرتبط است. افزونبر این، نتایج نشان داد که اثر انقباض کنترلهای بودجهای بر تعارض نقش، زمانی کاهش مییابد که درک مدیران از کنترلهای بودجهای در دورههای گذشته (قبل از بحران) این بوده باشد که این بودجهها بهروشی توانمند استفاده میشده است.نتیجهگیری: نتایج مقاله نشان داد که طراحی قدرتمند بودجه، در دوران پیش از بحران، آثار منفی و معناداری بر تعارض و ابهام نقش دارد؛ این بدان معناست که بودجههای قدرتمند هم مزایای اطلاعاتی دارند و هم به انعطافپذیری بیشتر و کمک به حلوفصل خواستههای متضاد کمک میکنند. همچنین شواهد نشان داد که در وضعیت بحرانی، بودجههای قدرتمند اثرهای کاهش کنترلهای بودجه را بر تعارض نقش کاهش میدهند؛ اما قدرت تأثیری بر ابهام نقش ندارد. این نتایج نشان میدهد که اگر سازمانهای بهداشت عمومی و درمان، از بودجه خود برای کمک به مدیران بهمنظور درک عمیقتر وظایف و مسئولیتهای خود و حلوفصل خواستههای متضاد استفاده کنند، بهتر میتوانند با شوک مقابله کنند. واکنش منفی و کنترل بودجههای انقباضی به کاهش واکنش رفتاری نامطلوب ناشی از افزایش تعارض نقش و فرسودگی عاطفی کمک میکند. همچنین، بر اساس نتایج، اعتماد که معمولاً برای سازمانها مفید است، جنبه تاریکی دارد که در آن مدیران برای جبران اعتمادی که به مدیران ارشد خود دارند، فشار بیشتری بر خود وارد میکنند (افزایش تعارض و ابهام نقش). با این حال، این موضوع اثرهای تشدید کنترلهای بودجهای بر تعارض و ابهام نقش را تشدید نمیکند. این یافته نشان میدهد که زیردستان بهدنبال کسب اطمینان بیشتر در مورد انتظارات و مسئولیتهای مدیران ارشدی که به آنها اعتماد دارند، یا غلبه بر تعارضهای ذاتی بین تعهدات به مدیران ارشد نیستند.
Objective: Organizational crisis is defined as an event that threatens the high-priority values of the organization, presents a restricted amount of time to respond, and is unexpected or unanticipated by the organization. The crisis which was caused by Covid-19 had significant effects on employees. During the pandemic, employees were working remotely for longer hours, and dealing with increased uncertainty, worries, and disruptions, all of which could increase career burnout. There was a lack of understanding of the behavioral effects of changes in management control styles in response to global crises. Accordingly, This study aimed to investigate the behavioral consequences resulting from changes in management control practices during crises in budgeting, along with the factors that intensify these consequences.Methods: This is an exploratory study that uses survey data. It is also a cross-sectional research (in the first semiannual of 2022). The statistical population of this research comprises managers with a minimum of 5 years of managerial experience and 20 subordinate employees, working in medical universities and affiliated hospitals of Fars Province, Iran. In this study, 250 questionnaires were distributed, out of which 127 were collected. Among the collected questionnaires, 99 were deemed usable for analysis. To test the hypotheses of the research, the structural equations modeling approach was used along with SMARTPLS-4 software.Results: The findings indicated that medical universities in Fars Province enhanced their budgetary controls as a response to the adverse impacts of Covid-19. This demonstrated organizations' adaptability to budgeting changes during global crises. Moreover, intensifying budget controls due to heightened perceptions of ambiguity and role conflict exhibited a positive correlation with emotional exhaustion. Additionally, the results confirmed that the influence of heightened budget controls on role conflict diminishes when managers perceive effective pre-crisis utilization of budget controls.Conclusion: According to the findings of the present study, the efficient budget design in the pre-crisis era has negative and significant effects on role ambiguity and role conflict. This means that efficient budgets provide beneficial information and more flexibility and also help to resolve conflicting demands. Also, the evidence shows that during crises, efficient budgets reduce the effects of budget controls on role conflict, but do not have any effect on role ambiguity. These findings highlight that managers within public health organizations can effectively manage budget-tightening shocks by leveraging budgeting to foster a deeper comprehension of duties and responsibilities. The enhanced budget controls play a role in mitigating negative behavioral responses stemming from heightened role conflict and emotional exhaustion. Additionally, the outcomes reveal an intriguing aspect of trust in organizational dynamics. While generally advantageous, trust can inadvertently intensify managerial self-imposed pressure to reciprocate, exacerbating issues like role ambiguity and role conflict. However, this does not intensify the effects of tightening budgetary controls on role ambiguity and role conflict. The findings also indicate that the level of trust among subordinates towards their superiors can change in response to heightened role ambiguity and role conflict. When requests come from trusted superiors, individuals are likely to devote greater attention and effort toward achieving expected performance outcomes. Thus, individuals who have high levels of trust in their superiors are more likely to feel pressured to comply with requests even if fulfilling the obligation leads to negative cognitive and affective outcomes.

بـا تمرکـز بـر بودجه به عنوان جزء اصلي سيستم کنترل مديريت اکثر سازمان ها (نمازي و رضايي ، ١٣٩٩)، سؤال هاي پژوهشي زير مورد بررسي قرار مي گيرد: چگونه دستگاه هاي دولتي انقباض هاي کنترل بودجه (تشديد کنترل هاي بودجه اي ) را در واکنش بـه يک بحران جهاني تغيير مي دهند و پيامدهاي آن براي استرس کارکنان و فرسودگي عاطفي چيست ؟ افزون بر اين ، تحـت چه شرايطي اين عوامل استرس زا کاهش يا تشديد مي يابد؟ طرح اين سؤالات در شرايطي است کـه مسـائل و مشـکلات بودجه اي براي دولت ها، به ويژه سازمان هاي بهداشت و درمان ، در دوران بحران کوويد ١٩ از اهميت فزآينده اي برخـوردار است .
افزون بر اين ، آنان نشان دادند که اثر کنتـرل هـاي بودجـه منقبض تر بر فرسودگي عاطفي از طريق ابهام نقش ، زماني کاهش مي يابد که کنترل هاي بودجه قبل از بحران به روشـي توانمند استفاده شده باشد، اما با اعتماد بيشتر به مديريت ارشد تشديد مي شوند.
در ادامه مقاله ، نخست ادبيات مرتبط با آثار بحران کوويد ١٩ بر کنتـرل هـاي بودجـه اي و نقـش آن بـر فرسـودگي عاطفي کارکنان از طريق استرس نقش و با در نظر گرفتن عوامل اعتماد به مديريت ارشد و طراحي بودجه توانمند ارائه و فرضيه هاي پژوهش توسعه مي يابد.
