چکیده:
مناقشه بر سر آبهای مشترک مرزی میتواند به تهدید صلح و امنیت بینالمللی منجر شود. خطر جنگ آینده بر سر آب، به صورت گسترده در اوایل دهه 90 میلادی در محافل دانشگاهی و پژوهشی نیز مطرح شد و پس از آن بود که سیاستگذاران از پژوهشهای دانشگاهی به این نتیجه رسیدند که سوابق تاریخی اندکی در خصوص وقوع جنگ بر سر آب در دسترس است. امروزه بشر با داشتن ۷۰ درصد از سطح آبی کره زمین نتوانسته است مشکلات ۳۰ درصد خاکی آن را حل کند زیرا 5/97% درصد آبهای کره زمین شورند. کشور ترکمنستان که حجم عمدهی خاکش را صحرای قرهقوم تشکیل داده است، در دوران مختلف آب مورد نیاز خود را از آبهای مشترک و فرامرزی تهیه نموده است. این پژوهش با تکیه بر روش توصیفی - تحلیلی میکوشد پاسخگوی این سوال باشد که چالشهای سیاسی- امنیتی ایران و ترکمنستان در مورد بهرهبرداری مشترک از اترک و هیدروپلیتیک آن چیست؟ یافتههای تحقیق حاکی از آن است که با توجه به سیاست های کلی نظام درباره آب ومنابع آبی، دیپلماسی حاکمیتی جمهوری اسلامی ایران در مورد اترک در دو دورهی قبل و بعد از فروپاشی شوروی، تسامح، تساهل و دوری از تنش بوده و همین امر باعث بهرهوری جسورانه و بیشتر ترکمنستان از اترک، خارج از قواعد حقوقی بینالمللی شده است. بر این اساس ایران باید رویکرد تازهای را نسبت به هیدروپلیتیک اترک در پیش گیرد و دو کشور با ارائه راهکارهای مناسب چالشها و کشمکشهای قریبالوقوع و احتمالی را به همکاری و توسعه تبدیل کنند.

Is. Today, with 70% of the earth's water surface, mankind has not been able to solve the problems of its 30% soil because 97.5% of the earth's waters are salty. The country of Turkmenistan, whose land consists of the Qaraqom desert, has obtained its water needs from common and transboundary waters in different eras. Based on the descriptive-analytical method, this research tries to answer the question, what are the political-security challenges of Iran and Turkmenistan regarding the joint exploitation of Etrak and its hydropolitics? The findings of the research indicate that according to the general policies of the system, the sovereign diplomacy of the Islamic Republic of Iran regarding Atrak in the two periods before and after the collapse of the Soviet Union was tolerance, tolerance and avoidance of tension, and this is the cause of interest. Daring and most of Turkmenistan's departure from Turkey has become outside the international legal rules. Based on this, Iran should take a new approach to the Turkish hydropolitics and the two countries should turn potential challenges and conflicts into cooperation and development by providing suitable solutions.
