چکیده:
زمینه و هدف: سوانح، طبیعی یا غیرطبیعی، پدیدههایی هستند که بهطور ناگهانی و بدون پیشآگاهی رخ میدهند و لذا در اکثر موارد، امکان مواجهۀ اصولی و سریع با آنها، امری دشوار است. دلیل اصلی این قضیه آن است که مدت زمان رخداد این پدیدهها، نسبتاً کم میباشد و از نظر روانی، به خاطر ترس و دلهرۀ موجود، نشان دادن یک عکسالعمل سریع و مناسب، میتواند دشوار باشد. بنابراین لازم است که پیش از وقوع هر حادثهای، آن را مورد مطالعه قرار داد. اهداف اصلی این تحقیق شامل: الف- تعیین الزامات اصلی روند تصمیمگیری برای مسکن موقت میانمرتبه و ب- تعیین مناسبترین روش برای ارزیابی مسکن موقت میان مرتبه، میباشد. روش: روش انجام این پژوهش، از نوع ترکیبی (کیفی و کمی) است و برای انجام آن، در ابتدا از روش کتابخانهای و سپس از تکنیکهای SWOT و AHP بهرهگیری شد. مشارکتکنندگان این تحقیق، 21 نفر از اساتید دانشگاه و متخصصان حوزۀ بازسازی در بنیاد مسکن و سازمان مدیریت بحران -که تسلط و تبحر لازم در زمینۀ تکنیکهای تصمیمگیری چندمعیاره نیز داشتند-، بودند. یافتهها: ارزیابی و تجزیه و تحلیل موارد مطالعاتی این تحقیق، با ویژگی‏های متنوعی ازنظر توان مالی، سطوح اجتماعی و خطرات طبیعی نشان داد؛ به دلیل اینکه تقریباً همه فرایندهای تصمیمگیری که تاکنون مورد بهرهگیری قرار گرفتند، مسائل و مشکلات عدیدهای برای دستیابی به راهحلهای مناسب داشتند، لذا جهت دستیابی به مسکن موقت مناسب، لازم است هرگونه تصمیمگیری مشکلساز قدیمی با مدل تصمیمگیری موفق‏تر جایگزین گردد. نتیجهگیری: نتایج این تحقیق نشان میدهد که اولاً: سه عامل ویژگی‏ها، الزامات و محدودیتهای منطقۀ آسیبدیده، عوامل اصلی فرایند تصمیمگیری برای مسکن موقت پس از سانحه هستند. ثانیاً: از نظر متخصصین، روش MIVES، برای مواجهه با مسکن موقت پس از سانحه، روش مناسبتری است.
Background and objective: Disaster, natural or else, are phenomena that occur suddenly and unknowingly, and therefore in most cases, it is difficult to deal with them in a principled and rapid manner. The main reason for this is that the duration of these phenomena is relatively short and it can be psychologically difficult to show a quick and appropriate reaction due to the existing fear. Therefore, it is necessary to study it before any accident happens. The main objectives of this research are: A- Determining the main requirements of the decision-making process for temporary middle-height housing; and B- Determining the most appropriate method for evaluating temporary middle- height housing.
Method: The method of this research is a combination of qualitative and quantitative ones and for doing it; first the library method and then SWOT and AHP techniques were used. Participants of the study were 21 university professors and specialists in the field of reconstruction at the Housing Foundation and the Crisis Management Organization, who also had the necessary mastery of multi-criteria decision-making techniques.
Findings: Evaluation and analysis of the case studies of this research, with various characteristics in terms of financial capacity, social levels and natural hazards showed that because almost all of the decision-making processes that have been used so far have had many issues and difficulties in finding the right solutions, in order to have suitable temporary housing, it is necessary to replace any old problematic decision-making model with a more successful one.
Conclusion: The results of this study show that a- three factors: characteristics, requirements and limitations of the affected area are the main factors in the decision-making process for temporary post-traumatic housing. b- According to experts, the MIVES method is the most appropriate method for dealing with temporary post-traumatic housing.
