چکیده:
اثر تسهیلکنندگی/ تضییقکنندگی منابع طبیعی نظیر نفت و گاز بر توسعهی جوامع، از کانالهای میانجی گوناگونی صورت میگیرد. اما با توجه به خلأ تحقیقاتی در حوزه مکانیسم-های اجتماعی واسط، هدف از انجام تحقیق بررسی نقش مکانیسمهای اجتماعی واسط در انتقال تأثیرات علّی منابع طبیعی بر توسعه جوامع و نیز تعیین سهم نسبی هریک از این کانال-های مزبور بوده است. تحقیق حاضر با روش تحلیل پانلی دادههای مربوط به 133 کشور در بازه زمانی 2000-2013 صورت گرفته است. یافتهها نشان میدهد که لحاظ کانالهای میانجی واسط، اثر مستقیم منابع طبیعی بر توسعه را ناپدید میکند؛ مدلول نکتهی فوق این است که منابع طبیعی عمدتاً بهصورت غیرمستقیم است که حائز نقش علّی است. یافتهها همچنین نشان دادهاند که منابع طبیعی از طریق کانالهای اجتماعی سرمایه انسانی، کیفیت نهادی و نیز سطح ثبات اجتماعی، سطح توسعهی جوامع را تحت تأثیر قرار میدهند. یکی از مهمترین یافتههای تحقیق حاضر که بدنهی دانش شکلگرفته در این حوزه را بهپیش میراند این است که سرمایه انسانی، مهمترین کانال اجتماعی تأثیر منابع طبیعی بر توسعهی جوامع است؛ پیامدهای توسعهای منفی جوامع برخوردار یا وابسته به منابع طبیعی نفت، عمدتاً از طریق تضعیف ساختار سرمایه انسانی رخ میدهد، پیامدی که البته با سیاستگذاری مناسب امری اجتناب-ناپذیر نیست.
Natural resources like oil and petrol have an enabling or constraining impact on how societies develop through a variety of mediating pathways. The goal of the study was to investigate the role of mediating social mechanisms in the transmission of the causal effects of natural resources on the development of societies and to ascertain the relative contribution of each of these channels in light of the research gap in the field of mediating social mechanisms. The current study was carried out using the panel analysis method with data from 133 countries between 2000 and 2013. The findings show that the direct effect of natural resources on development is eliminated by the introduction of transmission channels. The preceding point implies that natural resources mainly play their causal role indirectly. The findings have also demonstrated that natural resources affect the development level of societies via the social channels of human capital, institutional quality, as well as the level of social stability. The most significant social channel through which natural resources influence the development of countries is human capital, according to the findings of this research that adds to the body of knowledge in this field. The deterioration of the human capital structure is the most significant channel of the unfavourable developmental consequences of the countries that are endowed with or dependent upon natural resources, consequences that can be averted with appropriate policies.
