چکیده:
ان اهم الظواهر التی یتمیز بها النظام الحزبی الاسرائیلی. التعددیة الحزبیة، حیث ان وجود احزاب متعددة یعکس افکار وبرامج کثیرة ومتباینة لرسم وادارة السیاسة الاسرائیلیة والتاثیر فیها. وان التنافس والصراع ما بین هذه الاحزاب للوصول الی السلطة یظهر بشکل واضح عند اقتراب موعد انتخابات الکنیست الاسرائیلی، ویؤدی الی تکتلات حزبیة او انشقاقات حزبیة اخری، وتشکیل احزاب جدیدة وهذا ماحصل عند قیام ارئیل شارون بتاسیس حزب کادیما عام 2005 قبل . انتخابات الکنیست الاسرائیلی السابع عشر عام 2006 وتبین من خلال البحث انه علی الرغم من وصول حزب اللیکود الی السلطة عام 2003 فقد کان التأثیر فی السیاسة الاسرائیلیة لیس برنامج الحزب، بل أفکار وشخصیة شارون وموقفه من مشروع التسویة الدائمیة (خارطة الطریق)، وطرحه خطة الفصل التی تضمنت الانسحاب احادی الجانب من المستوطنات الاسرائیلیة فی قطاع غزة، وتکرر ذلک عندما وصل حزب کادیما الی السلطة 2006، وطرح ایهود اولمرت خطته الخاصة (خطة التجیمع) التی تضمنت الانسحاب من بعض المستوطنات الاسرائیلیة فی الضفة الغربیة، محاو ً لا التأثیر فی السیاسة الاسرائیلیة عن طریق تسویة مرحلیة للصراع الفلسطینی الاسرائیلی.
The most important characteristic that distinguishes the
Israeli party system is party pluralism. This reflects a variety of
thoughts and programs dedicated for Israeli policy and affecting it.
The competition and conflict among Israeli political parties for
reaching power becomes evident as the Knesset elections approach.
This leads to bloc or other political dissidence making new parties.
This happened when Ariel Sharon established Kadima Party in
2005 before the Knesset elections in 2006.
It is found that despite reaching power in 2005, the Likud
had an impact on the Israeli policy through the thoughts and
personality of Sharon, in addition to his stand regarding the
permanent compromise project (Road Map) , and not through the
party programs. Sharon presented the unilateral separation plan for
withdrawing from the Israeli settlements in Gaza Strip. This case
was repeated when Kadima reached power in 2006 and when Ehud
Olmert presented his special plan known as the (Assembly Plan)
which included withdrawal from some of the Israeli settlements in
the West Bank trying to affect the Israeli foreign policy through a
temporary settlement for the Palestinian – Israeli conflict.
