چکیده:
در نظم فرهنگی-زبانی ایران مدرن زبان همواره از اهمیت بسیار زیادی برخوردار بوده است. زبان فارسی به عنوان یکی از دالهای وحدتبخشِ ایرانیان در نتیجهی سیاستهای زبانی واجد جایگاه مهمی شد؛ و این وضعیت، موقعیتهایی را برای زبانهایی اقلیت تعیین کرد. در این پژوهش برآن بودهایم تا این نظم فرهنگی-زبانی را به مدد روش تحلیل گفتمان لاکلائو و موفه مورد واکاوی قرار داده و جایگاه زبانهای اقلیت را در یک صورتبندیِ گفتمانی مشخص کنیم. بنابراین به مدد اسناد، قوانین و اساسنامههای دولتی از زمان تأسیس مجلس شورای ملی (1285 ه.ش) تا اکنون، نظم مذکور را مورد تحلیل قرار دادهایم. نتایج پژوهش حاکی از آن است که در هر سه دورهی مورد بررسی (مشروطه، پهلوی، جمهوری اسلامی ایران)، زبان فارسی به عنوان یکی از دالهای اصلی گفتمان سیاست فرهنگی و زبانهای اقلیت به عنوان مسئلهای برای برساخت هویت ملی بازنمایی شدهاند. در دولت مشروطه سکوتی مبتنی بر انکار، در دولت پهلوی سکوتی مبتنی بر حذف و پس از انقلاب اسلامی حذفی ادغامی در قوانین و اسناد دولتی زبانهای اقلیت را دربرگرفته است.
In the linguistic- cultural order of modern Iran, language has significant role. The Persian language as Iranian unifying signifier acquired the prominent place because of linguistic policies which determine the position of minority languages. The purpose of this study is to investigate the mentioned linguistic- cultural order based on Laclau and Mouffe discourse analysis theory and also to determine the position of minority languages in this discursive formation. Therefore this discourse order has been analyzed by using of governmental documents, laws and statutes since the establishment of National Consultative Assembly (1906). The results show that in all of investigated periods (mashroote, Pahlavi and Islamic republic of Iran) Persian language has been represented as one of the main signifiers of the cultural policy discourse and in addition, minority languages have been represented as challenges to the construction of national identity. In the laws and state documents, the minority languages have been subjected to “silence based on denial” in the mashroote state, “silence based on exclusion” in the Pahlavi state and “inclusive exclusion” after the Islamic Revolution.
