چکیده:
بیان مساله: ناکارآمدی طرحهای جامع شهری در برخورد با شرایط متحول
مناطق شهری در ده ههای اخیر، زمینه ظهور الگویی جدید در برنامه ریزی شهری
ایران، با عنوان برنامه ریزی راهبردی را فراهم نمود. رویکردی که در صورت
فراهم بودن مجموع شرایط برای موفقیت، م یتواند گر هگشای بسیاری از مسائل
و مشکلات ما در زمینه برنامه ریزی و مدیریت شهری باشد. اما مهمترین مسئله
پس از انجام برنامه ریزی راهبردی، بحث "تحق قپذیری" این طرح هاست که
بدون تردید عمد هترین چالش پی ش روی مدیران در مدیریت شهری بشمار م یرود.
مشکلی که نوعا به اجرای استراتژ یها بازم یگردد. بنابراین با توجه به موارد
بالا بحث علل و موانعی که باعث نتیج هگیری ضعیف از برنامه ریزی استراتژیک
میشود، اهمیت پیدا م یکند و این که چرا برنام ههای استراتژیک با موفقیت اجرا
نمی شوند و موانع اجرای آن چیست؟ مورد سوال قرار م یگیرد.
هدف: هدف پژوهش حاضر شناسایی علل و موانعی ست که مانع از اجرای
صحیح طرح جامع راهبردی شهر تهران میباشند.
روش: این پژوهش بر مبنای پارادایم تفسیری و با استفاده از استراتژی تئوری
پردازی داده بنیاد انجام شده است. نوع تحقیق از منظر جهتگیری اصلی کاربردی
توسعهای، از منظر هدف اکتشافی و از منظر رویکرد کیفی و استقرایی است. جامعه
آماری این پژوهش خبرگان حوزه مدیریت شهری میباشند که به وسیله نمونه
گیری نظری و تا رسیدن به نقطه اشباع نظری با ایشان مصاحبه نیمه ساختار
یافته انجام شده است. دادههای حاصل توسط کد گذاری باز، محوری و نظری
دسته بندی شده و در انتها مدل نهایی پژوهش ارائه شده است.
یافتهها: مدل نهایی این پژوهش بیان میکند که موانع اجرای طرح جامع
راهبردی شهر تهران در سه دسته کلی موانع پیش آیندی، موانع حین عمل
و موانع پس آیندی میباشند که هر یک از مقولات و زیر مقولات مشخصی
تشکیل شدهاند.
نتیجه: عدم تحقق اهداف طرح جامع راهبردی شهر تهران و اجرای ناقص و
ناکارآمد این طرحها تنها به علت ضعف مجریان نمیباشد بلکه موانع اجرای
این طرح پیچیده، چندگانه و مرتبط به قبل، حین و بعد از برنامه ریزی بوده و
سلسلهای از علل و عوامل مرتبط به همدیگر مانع از تحقق اهداف پیش بینی شده
در این طرحها میباشد.
Introduction: The inadequacy of comprehensive urban plans in dealing
with the evolution of urban areas in recent decades provides the
basis for the emergence of a new model in urban planning in Iran,
called strategic planning. Strategic planning that, if the total conditions
for success were available, could have been the solution to many
of our problems in urban planning and management. However, the
most crucial issue after strategic planning is the discussion of “Implementation,”
which is undoubtedly the major challenge that managers
face it in urban management. A problem that typically goes back to the
implementation of strategies. Therefore, it is essential to discuss the
causes and obstacles that lead to a miserable conclusion of strategic
planning and why strategic plans are not implemented successfully,
and what are the obstacles to its implementation? The purpose of this
study is to identify the causes and obstacles that prevent the proper
implementation of the Comprehensive Strategic Plan of Tehran.
Methodology: This research is based on a symbolic paradigm using
the Classic Grounded Theory Strategy. The type of research is from
the perspective of the primary practical developmental orientation,
from the perspective of exploratory purpose and the perspective of
qualitative and inductive approach. The statistical population of this
research is urban management experts who have been semi-structured
interviews with them through theoretical sampling and up to theoretical
saturation point. The data are categorized by open coding, axial,
and theoretical, and finally, the final model of research is presented.
Results: The final model of this study states that the barriers to the
implementation of the Strategic Master Plan of Tehran fall into three
general categories: Predominant Barriers, Intraoperative Barriers,
and Post-Barrier Barriers, each of which has distinct categories and
sub-categories.
Conclusion: Failure to fulfill the objectives of the Strategic Master
Plan of Tehran and incomplete and inefficient implementation of these
plans is not only due to the weaknesses of executors but also obstacles
to the implementation of this complex, multiple and related plan before,
during and after the planning and a series of causes and factors.
