Abstract:
زمینه و هدف: با توجه به قانون مالیات بر ارزش افزوده و فعالیتهایی از صنعت گردشگری که مشمول معافیتهای مالیات بر ارزش افزوده شدهاند، این مطالعه به تحلیل آثار قیمتی مالیات بر ارزش افزوده در صنعت گردشگری ایران میپردازد. برای این منظور، بصورت مجزا به بررسی بخشهای «اقامت»، «حمل و نقل» و «آژانسهای مسافرتی» پرداخته است. روششناسی: برای تحلیل آثار قیمتی مالیات بر ارزش افزوده در صنعت گردشگری ایران، از الگوی داده-ستانده استفاده شده است. اعمال مالیات و یا حذف مالیات بر ارزش افزوده، به عنوان سناریوهای مختلف مورد بررسی قرار گرفته است. یافتهها: نتایج نشان داده است که (1) در بخش اقامت؛ اعمال معافیت مالیات بر ارزش افزوده هتلهای 4 و 5 ستاره (سناریوی اول)، تاثیر محسوسی بر توسعه گردشگری نخواهد داشت. از طرفی، گسترش شمول مالیاتی به کل واحدهای اقامتی (سناریوی دوم)، اثری به نسبت محسوستر رخ خواهد داد. اخذ مالیات بر ارزش افزوده از واحدهای اقامتی که خدمات هتلی به گردشگران میدهند اثری 4 برابری نسبت به سناریوی اول دارد. (2) در بخش حمل و نقل؛ اعمال مالیات بر خدمات حمل و نقل مسافر (ریلی و هوایی) که در حال حاضر معاف از مالیات هستند، اثرات توزیعی گستردهای بر صنعت گردشگری خواهد داشت هرچند که در مجموع در کل اقتصاد ایران چندان تاثیری نمیگذارد. (3) در بخش خدمات دفاتر مسافرتی؛ اعمال مالیات بر ارزش افزوده (9 درصد) بر خدمات آژانسهای مسافرتی و گردانندگان تور، اثرات قیمتی که بر کل اقتصاد میگذارد 97 درصد مستقیم و تنها 3 درصد غیرمستقیم است و اثرات غیرمستقیم شوکهای وارده به این بخش که بر بخشهای دیگر مثل حمل و نقل وارد میآید، تنها معطوف به حوزه گردشگری است. (4) پیوند پسین و پیشین مرتبط با زیربخشهای گردشگری، گویای اهمیت زیربخشهای حمل و نقل در ارتباط بین بخشی با سایر بدنه اقتصادی است. نتیجهگیری و پیشنهادات: در سیاستهای قیمتی و مالیاتی، بایستی دفاتر خدمات مسافرتی مورد حمایت قرار گیرد زیرا بیشترین اثرپذیری را از سیاستهای قیمتی صنعت گردشگری دارد. از طرفی، خدمات حمل و نقلی نیز به دلیل گستردگی روابط بین بخشی، حائز اهمیت هستند. هرگونه سیاستگذاری که اثرات قیمتی بر اقتصاد گردشگری دارد، بایستی با ملاحظه بیشتری صورت گیرد. همچنین، بر حسب نوع گردشگر و هدف سیاستگذار از اعمال مالیات، بایستی تحلیلهای جانبی نیز در این خصوص صورت گیرد. نوآوری و اصالت: استفاده از مدلسازی داده-ستانده در تبیین اثرات مالیاتی در بخش گردشگری ایران برای اولین بار در این مقاله بکار رفته است. همچنین علاوه بر نوآوری در روش، نوآوری در قلمرو و موضوع تحقیق نیز وجود دارد.
Context and Purpose: According to the VAT law in Iran and the activities of the tourism industry that are subject to VAT exemptions, this study examines the sections of "Accommodation, transportation, and travel agencies" separately. Design/methodology/approach: This study uses an input-output model to analyze the price effects of VAT in the Iranian tourism industry. Introducing VAT in the production chain of products is one of the advantages of using this model. The effects analysis has been done in different scenarios. Findings: The results showed that (1) in the accommodation sector: VAT exemption for 4- and 5-star hotels (first scenario) will not have a significant impact on tourism development. Also, by extending tax coverage to all hotels, apartment hotels, and guesthouses (second scenario), a relatively more noticeable effect will occur. (2) In the transport sector: the imposition of taxes on passenger services (rail and air) will have far-reaching distributional effects on the tourism industry, although overall it will have little effect on the general Iranian economy. (3) In travel agency services: the imposition of VAT (9%) on the services of travel agencies and tour operators and the price effects it has on the whole economy is 97% direct and only 3% indirect. (4) The backward and forward linkages related to tourism sub-sectors show the importance of transportation sub-sectors in the inter-sector relationship with other economic bodies. Conclusion: In tax policies, travel agency services should be supported because they are most effective from the price policies of the tourism industry. Also, transportation services are important due to the extent of inter-sectorial relations. Any policies that have price effects on the tourism economy should be done with more consideration. Also, depending on the type of tourist and the policy maker's purpose of tax, side analyses should be done in this regard. Originality/value: The Input-Output analysis in tax explanation in Iran's tourism sector is used for the first time in this study. In addition to innovation in the methodology, there is also innovation in the field and subject of research.
