Abstract:
با توجه به امکان جانشینی اثرات پس خور برخی سیاست ها و نیز بین دوره ای بودن تصمیم گیری ها، ممکن است سیاست های اجرا شده توسط یک نهاد، به واسطه اثرات فاجعهباری که بر سیاستهای اتخاذ شده از سوی نهاد دیگر می گذارند، و در نهایت رفاه اجتماعی را کاهش دهد. از اینرو برای دستیابی به اهداف مطلوب اقتصادی، وجود ترتیبات نهادی مناسب و ایجاد سازوکاری برای هماهنگی کافی میان مجریان سیاسی از اهمیت زیادی برخوردار است. در این پژوهش، پس از مدلسازی معادلات ساختاری اقتصاد ایران، قاعده بهینه برای سیاستگذار پولی و مالی در غالب بازی های سیاستی مختلف استخراج شد؛ سپس معادلات پایه با استفاده از روش گشتاورهای تعمیم یافته، برای دوره زمانی 1384 تا 1395، تخمین زده شد و پارامترهای آن در شبیه سازی بازی ها (در سه وضعیت: بازی نرمال، بازی رهبری استاکلبرگ، و بازی همکارانه) مورد استفاده قرار گرفت. شبیه سازی بازی ها به کمک برنامهنویسی در نرم افزار Matlab، صورت گرفت و ارزش حداقل زیان ایجاد شده برای هر بازیکن و جامعه محاسبه شد. مقایسه و تحلیل نتایح نشان داد که بهترین شرایط رفاهی در حالت همکاری دو نهاد پولی و مالی ایجاد میگردد. اما چنانچه امکان ایجاد نهادی هماهنگ کننده میان این دو نهاد وجود نداشت، رهبری بانک مرکزی به عنوان بهترین تعامل پیشنهاد میگردد.
Coordination between monetary and financial policies is essential due to the feedback effects of the policies as well as intertemporal decision-makings; As policies enforced by an institution may affect policies adopted by the another entity in a destructive manner, the welfare of the society may be reduced ultimately. Therefore, in order to achieve the desired economic goals, appropriate institutional arrangements and creating a mechanism for the adequate coordination between these policy enforcers is required. In this study, after modeling the structural equations of the Iranian economy, the optimal rule for the monetary and fiscal policymaker, in form of the different policy games, was extracted. then, the basic equations were estimated using the Generalized method of moments (GMM) over the period 2005-2016, and their parameters were used in games simulation (in three situations: normal game, Stackelberg leadership game, as well as cooperative game). The games were simulated using programming with Matlab software, and the value of the minimum losses incurred for each player and community was calculated. Comparison and analysis of the results shows that the best welfare is created by the cooperation of both monetary and financial institutions. But if it is not possible to establish a coordinating institution between the two, central bank leadership is suggested as the best interaction.
